{"id":16497,"date":"2020-04-07T13:48:10","date_gmt":"2020-04-07T05:48:10","guid":{"rendered":"http:\/\/varsity.com.cuhk.edu.hk\/?p=16497"},"modified":"2021-06-23T15:45:55","modified_gmt":"2021-06-23T07:45:55","slug":"debate-over-debating-politics","status":"publish","type":"post","link":"https:\/\/varsity.com.cuhk.edu.hk\/index.php\/2020\/04\/debate-over-debating-politics\/","title":{"rendered":"Debate over Debating Politics"},"content":{"rendered":"\n<p><strong>Schools pull out of&nbsp;a&nbsp;debate contest after&nbsp;a Chinese state media&nbsp;has&nbsp;raised an outcry over debate motions&nbsp;which they call &#8220;politically sensitive&#8221;.<\/strong><br><\/p>\n\n\n\n<p><strong>By Fiona Cheung and Gloria Wei<\/strong><\/p>\n\n\n\n<p class=\"has-drop-cap\">Twenty-six schools, about one-fifth of the participating teams, withdrew from the Hong Kong Secondary School Debate Competition after debate motions related to&nbsp;anti-Extradition Law Amendment Bill (anti-ELAB) movement sparked controversy&nbsp;in late December last year.&nbsp;<\/p>\n\n\n\n<p>The action came after Ta Kung Pao, the state newspaper, criticised contest organiser&nbsp;of&nbsp;\u201cbrainwashing students\u201d in a news article dated December 20, 2019, with&nbsp;a&nbsp;title \u201cEducation fails, Interschool Debate Contest becomes a means of Brainwashing Students\u201d. The application started in October 2019 when police and demonstrators were squaring off each other during the anti-ELAB movement.<\/p>\n\n\n\n<p>Debate motions were proposed by applicants. The motions were then evaluated by a panel with members who have more than 10 years of debating experience. They examined the motions to see if they were debatable and whether the usage of wordings was accurate.<\/p>\n\n\n\n<p>Hong Kong has been plagued by the anti-ELAB movement&nbsp;after&nbsp;the government proposed a controversial amendment to the fugitive offenders bill in February 2019. She thinks debate motions adopted by HKSDF are timely and \u201cmore grounded\u201d.<\/p>\n\n\n\n<p>\u201cMany debate motions have been used many times in other competitions and we even call them \u2018motion of all ages\u2019,\u201d Jose says, \u201cThe debate topics&nbsp;selected by HKSDF are about current affairs which are really worth discussing.\u201d<\/p>\n\n\n\n<p>As Jose is looking for opportunities to discuss more \u201cinnovative\u201d topics, she shares her view that everything is worth debating. She thinks debate&nbsp;motions&nbsp;cover all kinds of topics and&nbsp;it is natural that some topics might touch on politics.&nbsp;\u201cNothing is absolute after all. Anything can be a debate motion.<\/p><\/blockquote>\n\n\n\n<p>Another student who identifies herself as Ann was one of the participants of the Hong Kong Secondary School Debate Competition.&nbsp;Her school was one of the 24 schools which decided to pull out from the contest. Students were not consulted and were only informed about the decision afterwards.<\/p>\n\n\n\n<p>\u201cIt is our freedom to choose whether to join the competition or not,\u201d Ann says, expressing her disapproval of being forced to quit the event. \u201cI feel like we are being suppressed and the opportunity of participating in the match is taken away,\u201d she adds.<\/p>\n\n\n\n<p>Equipped with three years of debating experience, Ann cites debate motion such as police disbandment as an example to explain how the topic can help students develop an intellectual discussion.&nbsp;<\/p>\n\n\n\n<p>\u201cFor example, discussing police disbandment does not only target on police brutality, the discussion also covers other related issues such as the impact on governance and overseas experience,\u201d she says, \u201cWe don\u2019t simply argue on police brutality but we have to discuss issues like power vacuum with examples from foreign countries.\u201d&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"872\" height=\"538\" src=\"http:\/\/varsity.com.cuhk.edu.hk\/wp-content\/uploads\/2020\/04\/edited.jpg\" alt=\"\" class=\"wp-image-16594\" srcset=\"https:\/\/varsity.com.cuhk.edu.hk\/wp-content\/uploads\/2020\/04\/edited.jpg 872w, https:\/\/varsity.com.cuhk.edu.hk\/wp-content\/uploads\/2020\/04\/edited-300x185.jpg 300w, https:\/\/varsity.com.cuhk.edu.hk\/wp-content\/uploads\/2020\/04\/edited-768x474.jpg 768w, https:\/\/varsity.com.cuhk.edu.hk\/wp-content\/uploads\/2020\/04\/edited-356x220.jpg 356w, https:\/\/varsity.com.cuhk.edu.hk\/wp-content\/uploads\/2020\/04\/edited-696x429.jpg 696w, https:\/\/varsity.com.cuhk.edu.hk\/wp-content\/uploads\/2020\/04\/edited-681x420.jpg 681w\" sizes=\"auto, (max-width: 872px) 100vw, 872px\" \/><\/figure>\n\n\n\n<p><strong>Debating politics at schools&nbsp;<\/strong><strong><\/strong><\/p>\n\n\n\n<p>The political storm over the debate contest not only affects participating schools.&nbsp;A secondary school which did not take part in the competition received a letter from the Education Bureau due to parents\u2019 complaints about some interschool activities which&nbsp;were perceived&nbsp;to be held in favour of the anti-ELAB movement&nbsp;by parents. A teacher who identifies himself as Keefe was the organiser of a friendly debate competition.<\/p>\n\n\n\n<p>Since some debate motions of the friendly match touched on\u00a0political topics, Keefe also received a letter from the Education Bureau, requesting him to explain motives behind the match and the motion, the number of participants and whether alumni were involved.\u00a0\u00a0<\/p>\n\n\n\n<p>Concerns from parents, school management, sponsoring body of the school and his colleagues&nbsp;were aroused when Keefe was preparing to organise the match. He realised a political storm might have been triggered even if he had kept the match low-profile to avoid public attention. People around him might also be affected if the match continued.<\/p>\n\n\n\n<p>\u201cI realise things are beyond control once they are related to politics,\u201d Keefe says, \u201cI tell my school I am willing to bear any consequences but then I notice some consequences cannot be borne by myself.\u201d&nbsp;He had no choice but finally compromised \u2013 no political&nbsp;topics&nbsp;when setting debate motions in future&nbsp;competitions.<\/p>\n\n\n\n<p>Keefe believes it is hard to brainwash students simply by debate motions. \u201cStudents can have their own stance,\u201d he says, \u201cand their stance does not have to be&nbsp;the same as&nbsp;the stance they are assigned to in a competition.\u201d<\/p>\n\n\n\n<p>He believes forbidding students to discuss politics is in fact politicising schools. \u201cThe Education Bureau is the one which politicises schools by banning certain ideas such as Hong Kong independence to be discussed. This limits students\u2019 thoughts. It is the\u00a0bureau which brings politics to schools,\u201d\u00a0Keefe says.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-large is-layout-flow wp-block-quote-is-layout-flow\"><p>The Education Bureau is the one which politicises schools by banning certain ideas to be discussed. <\/p><\/blockquote>\n\n\n\n<p><strong>Prospect of students debating<\/strong><strong><\/strong><\/p>\n\n\n\n<p>A debate coach of a secondary school surnamed Wong, who refuses to disclose his full name, worries criticisms over debating politics will affect future development of debate training&nbsp;in secondary schools.&nbsp;<\/p>\n\n\n\n<p>The school he works for also participated in the Hong Kong Secondary School Debate Competition.<\/p>\n\n\n\n<p>\u201cI think the future of students debating is definitely going to be harder in Hong Kong,\u201d says Wong, \u201cThe future development depends very much on whether debaters uphold the value of searching for truth as we say everything is worth debating.\u201d<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-large is-layout-flow wp-block-quote-is-layout-flow\"><p>The future development depends very much on whether debaters uphold the value of searching for truth.<\/p><\/blockquote>\n\n\n\n<p>Concerning the controversial debate motions, the Education Bureau says in an email reply, \u201cMany of the motions are related to the current social incidents with a slanted angle of topics.
